Changing Track Behaviors in Audacity

I had to reinstall Audacity from scratch onto a new computer and I remember that some of the track behaviors have to be adjusted by me to get Audacity to do what I need, but I forget how to change it.

The fist issue is. I have 2 tracks (see photo) and I am trying to edit the empty space just before the second audio file so that the audio slides over to be closer to the first file. But when I highlight the space and then click on delete, nothing happens. Can someone please tell me how to change the track behavior to fix this? Thanks

You are probably talking about this option:

But: dragging the clip to the left should be possible without this setting, if there is just empty space before it. Just grab the clip at the top and move with the mouse.
