Can't record on mono tracks

I am using Audacity version 3.1.3 on Windows 11
Problem: I can’t seem to record on mono tracks.

Here’s my steps to recreate the problem:

  1. Create new song
  2. Menu->Tracks->Add New->Mono Track
  3. Click Record Button (or the R keyboard shortcut)

Result: New Stereo track is created and it starts recording on the Stereo Track. The mono track remains empty

Ensure that “Recording Channels” is set to “1 channel (mono)” in the Device Toolbar.
