Can't no longer decide where to cut the track

In the past I could select any point in the track to select a part to delete.
Now moving the selected area it jumps to fixed points in the scale.
Why is that ?

you probably have snapping enabled.

And how do I disable that ?
In audacity 2.0 it still works

Apparently, it is translated to “kleven” in Dutch which makes no sense to me.
Why it is on by default I do not understand.

What the use of it is I do not grasp either.
