Can't export mp3 in 3.6.4

I can open mp3 files, but I can’t export them once I’ve made my changes. MP3 is not an option on the file format dropdown. (defaults to WAV).

This is a process that I’ve been using for years. The two things that have changed are updating to audacity 3.6.4 and changing AV vendor.

Go to Edit → Preferences → Modules and make sure “mod-mp3” (and everything else) is enabled.
