Can't add silence at the beginning of the track

Hi,
I am having trouble to add 3 sec silence at the beginning of track since Audacity keeps telling me that there is not enough room and can’t generate silence. I have tried all advices I could find on the internet but nothing helped. I have Audacity 3.7.1.
I go to the beginning of the track, go to Generate → Silence → set to 3 sec. and click “Generate”. Always get the message “There is not engough room available to paste the selection”.

Click on the track title above the waveform and you can drag it to the right, and you’ll get silence in the beginning. Zoom-in so you can see 3 seconds.
