I recorded a vocal and tried all kinds of ways to change the voice from male to female (pitch transposition, EQ, formant shift), but the results are not convincing. Anyone know of a good voice change effect plug-in that works in Audacity?
As you’re finding out. It’s not pitch shift. If a very large man and a small girl whispered something to you, you would not be able to tell who was who. But the first time they spoke, it would be obvious. All mouth sounds do not pitch change.
If you are an actual actor, you may be able to slide back and forth between man and woman voices. That’s what an actor does.

Yes, I sang the part. Even the sound editor in fabulous Melodyne Studio 5 could not feminize my voice. Maybe I’m too macho! LOL! I tried an AI app online, but it was horrible. I’ll try the one Trebor suggested. I may need to hire a female vocalist. Sigh!

I’ve dealt with some pitch shifting up and down trying to improve a speakers voice. The big difference is; it isn’t just the female voice is a higher pitch; there are numerous inflections and nuances in a womans voice. The same with a man’s voice. This is the “signature” for each the male and female voice.
You may be able to acheve the pitch of a womans voice, but it still won’t convincely “sound” like a woman speaking.
You are evidently correct. I tried number of voice changer apps, even some online AI programs; but all sounded artificial. But I did find one AI voice change service that nicely converts a singing vocal to a variety of voices (app.kits.ai), for $10/month. It even lets you blend two different voices for a custom sound. No doubt there are others good ones.
