I want to change a music file from records from a wave file to an mp3 file…can audacity do that?

Yes, but you’ll need to download the optional [u]LAME MP3 encoder[/u].

If you already have WAV files and you want to make an MP3, try [u]TAudioConverter[/u] or search for a “WAV to MP3” converter. (An MP3 encoder or MP3 converter will be easier to use than an audio editor like Audacity.)
