The “original version” has just 2 controls.
The " Latest version" (at top of this page) has more controls and is probably the version that you want.

If you are using the " Latest version: BitCrusher.ny", then the “Output Level” must be in the range 0 to 1.

Audacity 2.1.1 may be too old to run the Bit Crusher effect. The oldest version it was tested with was 3.0.2.
