Batch File that will reduce gain but keep same format

We have several files that are in the .ulaw format. For our use, these files are too loud. There are 1,000 + files that are short in duration. Is there a batch process that will reduce the gain (volume) by 20 percent and re-save them in the .ulaw format.

I don’t think that format can be edited losslessly:
i.e. there will be loss in quality due to transcoding
