Automated left-right volume balance upon opening of Audacity

I very rarely use Audacity and often it was just for having the balance restored in my Windows 7 and then W10 to the neutral state of 50/50 - but for whatever reason this no longer happens when I run it. I did not change my settings just upgraded the program few times

So what option governs if Audacity opens without adjusting balance of channels or levels it equally between them?
