I cannot find AutoDuck in v4. I have used it extensively in 3.X. The help sends me to a page that can’t be found. Is this a bug or a delayed implementation?

That functionality hasn’t been implemented yet and may get added to a future version of audacity 4. In the meantime, I have added it to my web port of audacity 4: Soundscaper
I’m a DJ on an NPR Public Radio Station (I’m guessing there are quite a few DJs here) and Auto Duck is an essential feature when (back-)announcing over a music bed. The new version looks and feels awesome but, for me, no Auto Duck is a deal-breaker
