The Audacity manual is gradually being replaced with an on-line help center.
The old manual had hundreds of pages and made extensive use of links between pages.

incidentally, support.audacityteam.org does have a PDF export option in the 3-dot menu
I just did that as a test and it exported a 728-page PDF! It doesn’t have any sort of table of contents or index as far as I can tell, but it definitely looks comprehensive.
