My labtop just only has 48000 record sampling rate, it’s can not change to be 44100 record sampling rate.
No mater I change the Audacity record sampling rate to be 44100 or 48000, it’s can not record music, just the speaker’s noise.
How can I use Audacity now?

From where? Audacity is OK with either 44100 or 48000, but there can be a problem with connections or services in the middle. This can be a problem if you try to record Youtube or other internet content.

On my PC the Audacity is well work, same setting for the Audacity on my laptop can not work.
The record sampling rate of my laptop was locked to be 48000, I can not change it.

So normally… The drivers automatically make any required/requested conversions and you never know what the actual hardware is doing.

Where are you trying to change it? Windows has a setting, Audacity has a setting under Preferences and another Project Rate setting in the lower left of the Audacity window.
If you record at 48,000 Hz you can change the Project Rate to 44,100Hz and your exported file will be converted to 44,100.

Music from where? Streaming audio? With the microphone built-into your laptop? From an external analog mic? A USB mic? A USB turntable? Something else?

What? The microphone is picking-up the acoustic sound from the speakers (and other sounds in the room)? Or, you’re internally recording the sound being played by the speaker?
FYI - In audio terminology, “noise” usually means unwanted sound like hum or hiss, or a dog barking when you’re tying to record a guitar, etc.
