So I just made the switch from a pretty old version (I think it was still v2?)
I am trying to move some audio to the right, but it comes up as a “No” symbol instead of a hand.
What am I doing wrong?
In audacity 3 the tracks have to be grabbed by handles: the new strip at the top edge of each track … Audacity 3.1 - A Significant Audio Editing Improvement - YouTube
When I mouse over the handles, I do not get a hand, but this symbol instead

You have to stop playback before you can move clips.
If the audio is playing there is the symbol.
