Up to, and including the current Audacity 3.0.2, Audacity software has no network code and is incapable of connecting to the Internet.
If you are uncomfortable with, or disagree with the new Audacity privacy notice, then you can continue using Audacity 3.0.2, or any earlier version, in the knowledge that it does not, and is incapable of sending any information to the Internet.
