Time bar question for recording natural phenomena

I would like it to measure things in quarter seconds ( seconds divided into four equal sections), ie sixteenth notes with a 60 - bpm tempo.

There is a plugin for creating a label track to indicate bars and beats: Beat Per Minute labels
