OK, I’m thinking you might be able to use Steve’s Envelope Follower to create these “tones”.
The idea is to create a 5Hz control-signal and “multiply” it by your music file. Try these steps:

- In a “new” audacity workspace, Generate > Tone > Sine a 2.5Hz tone of, say, 10 seconds. Note there are 5 peaks per second. This will be your “control” signal.

- Deselect the newly created track by clicking elsewhere in the track area. (The first track will gray out)

- Create a second track, Generate > Tone > Sine, a 440Hz tone. This will be our audio track.

- Select All tracks, by hitting “Ctrl-A”. We do this to pass both tracks to the envelope follower.

- Back in Audacity, select Tools > Nyquist Prompt, then Ctrl-V to paste in the envelope follower.
- Back in Audacity, select Tools > Nyquist Prompt, then Ctrl-V to paste in the envelope follower.

- Click OK, then set .01 as your Time Resolution, keep Peak, then OK. This will apply the envelope follower to your second track.

- Click “Solo” in your second track and play the track.
