That sounds like clicks caused by the persons mouth, rather than an electronic artefact from transcoding.
Try Paul-L’s DeClicker plugin for Audacity , it will find and automatically repair such clicks, see … Updated De-Clicker and new De-esser for speech
[ BTW if a manual-repair is required, IMO use “repair” rather than the pen-tool, select the shortest possible interval necessary to remove the click when applying repair ].
