What is this skipping called and can it be fixed?

What is this skipping called and can it be fixed?

I randomly get audio recordings from one of our automatic recorders that has this type of shutter , almost like a helicopter.
I'm working on replacing the recorder that does this , but Is there any way to fix these recordings ? Here is a sample http://apps.kcnr1460.com/media/2018/03/ ... _Minds.mp3 of what I'm talking about.

I'm going with "no". It sounds much like the kind of noise that occurs when a CD "skips", and that is notoriously difficult to improve.

Sounds like another channel breaking through, rather than skipping.
