Can't change sample rate on export!?

I'm working with an 8 bit/11K mono .wav file that I would like to export as a 16bit/44K mono .wav, but I can't get Audacity to do this for me. I've changed the project rate at the bottom left to 44.1 and used the mono tracks' drop-down to reset the rate but it still exports incorrectly. When I get the file into luna it's still playing the file at the old sample rate speed. :roll: I must be doing something wrong. Can anyone break it down for me as to how this can be done?

Pro Tools LE 7.3, Audacity 1.2.6 stable, MuLab Free

Audacity isn't a very good program for standards conversion IMHO. I would be doing this in QuickTime Pro($). Simple Import/Export. Other Windows programs may apply. I don't know of any free ones.
