It is in any way possible to get a result like this?(stereo headphones needed to hear the effect) With Audacity possibly with plugins or standard effects?
If so do you have any ideas on how to reproduce it on windows?

There is "2-D stereo tookit" in recent versions of Audacity, it has spin effects ...

The plug-in has a variable rotation feature (degrees per second) and also rotary speed up and down.
