I want to change a music file from records from a wave file to an mp3 file..can audacity do that?

Yes, but you'll need to download the optional LAME MP3 encoder.
If you already have WAV files and you want to make an MP3, try TAudioConverter or search for a "WAV to MP3" converter. (An MP3 encoder or MP3 converter will be easier to use than an audio editor like Audacity.)
