Classic Auto-Filter from http://www.vst4free.com/free_vst.php?id=505 is available for me in the Effect Menu after I enable it. I use Windows 7 x64 and I changed Audacity language to French because I assume you use Audacity in French. You could disable all the VST effects in the Plug-in Manager except Classic Auto-Filter. That should load Classic Auto Filter. Then enable the other VST's one by one until you find any that do not load.
If you mean http://numerisson.com/novaflash/vst/fre ... index.html I do not see that error message. I have "freakency.dll" inside C:\Program Files (x86)\Audacity\Plug-Ins\. When I open the Freakency effect, it creates a "freakency" folder inside C:\Program Files (x86)\Audacity\Plug-Ins\. If you are not signed in as administrator you do not have permission to write any files or folders to C:\Program Files (x86)\Audacity\Plug-Ins\. If this is the problem, I suggest you log in as administrator the first time you open Freakency in Audacity, then Freakency should be able to create its SEM files.
Alternatively, create a "VST_PATH" environment variable pointing to a location in your own user space and move freakency.dll to that location.

But if problems persist after trying the above suggestions, exit Audacity, then assuming you are on Windows Vista or later, open "Users\<your user name>\AppData\Roaming\Audacity\". In that "Audacity" folder, delete the "pluginregistry.cfg" file. See here if you need help finding that "Audacity" folder: http://manual.audacityteam.org/o/man/pr ... tml#stored.
Then restart Audacity and enable the effects you want in Plug-in Manager.
