After extracting from archive and attempt launching appears ( look an attached file):
Please, explain, how can I launch the program in such case? Windows 8.1

You're welcome. I've locked this topic now as it is solved, but note that the version you downloaded is built with a new version of wxWidgets (3.0.2).
If you see anything different or incorrect in the Audacity interface, please let us know in a new topic.
I've already noticed that the "Save Changes?" dialogue has lost its "Question mark" icon in the new build.
