I usually want to be able to put in exact numbers instead of dragging back and forth and back and forth over and over trying to get the cursor positioned just right. Is there a general way to do this?
For example, how can I move a track to a given offset without dragging a mouse?

The general way is to use the Selection Toolbar http://manual.audacityteam.org/o/man/se ... olbar.html
That allows you to position the cursor / selection at an exact time.
To move a track to the cursor position, use "Tracks menu > Align Tracks > Start to cursor / selection start".

Thanks. I am not a fan of descriptions like click this then that happens. But, if it helps someone, here is the concept restated as a procedure (I think):
Position the cursor precisely by creating a selection using the selection toolbar.
Move the track precisely by aligning it with the start of the selection: Tracks menu > Align Tracks > Start to cursor / selection start.
