Can I record from the mic and the wave without interrupting either?

Most chat systems take over your machine sound services completely to gain maximum reliability. Usually, the only way of recording both sides of the conversation is if the chat software offers a module or tool that does it. One of the VOIP Telephone systems does it that way.

I can record my outgoing fine. And I can record the incoming so long as I'm ok with my audio not going out. is there no way it can passively record?

Certainly. You can place a microphone between you and the speaker. Pick a quiet room and cover the desk or table with a blanket or quilt (or moving quilt--the best way). Plug the microphone into the second computer, launch Audacity, set levels with the red record meter trick and press record. Jockey the microphone back and forth between you and the speaker for best balance. The speaker volume will also interact and that's the juggling act.
