Please state which version of Windows you are using,
and the exact three-section version number of Audacity from "Help menu > About Audacity".
Audacity 1.2.x and 1.3.x are obsolete and no longer supported. If you still have those versions, please upgrade at
https://www.audacityteam.org/download/.
The old forums for those versions are now closed, but you can still read the archives of the
1.2.x and
1.3.x forums.

do I find instructions on Saving an Audio File as an Mp3, Then burning the Mp3 to a DVD?

You have to install the Lame software for Audacity to make an MP3 sound file.

Then File > Export and select MP3 and set the encoding options. Audacity default options are usually OK.
Audacity doesn't burn anything. You have to go to outside software for that. Windows Media can be used to burn a CD, but burning a DVD is up to you.
