Audacity 2.0.3
Effect Menu Item: Bass and Treble
I understood the Bass Boost.
How do I set the frequency of adjustment for the Bass and Treble utility?
If the Bass and Treble values were expressed in Hz, I would then understand to adjust the gain.
I'm not sure what the designer intended with this utility.

I really did like to use the Bass Boost utility.
I would usually trim the access signal with a EQ sound curve.

It's like the bass and treble controls on an amp. The frequencies are pre-set. If you want more bass, push up the bass control . If you want less bass, pull it down. Same for treble. The "Gain" control is like the "volume" control on an amp. If you need finer control than this, try the Equalization effect: http://manual.audacityteam.org/o/man/equalization.html

I am using Bass Boost in 2.0.2 then saving project then finising in 2.0.3,

small issue,
when using Bass Boost on a batch of several tracks,
it lengthens each track,
adding silence to shorter tracks to equal the longest,
how to fix?
I can add Bass Boost to each track individually,

Yes, that's one way to do it.
Alternatively you can apply "Edit > Clip Boundaries > Detach at Silence" (or just press Alt+Ctrl+J while everything is selected).

If you are using the same bass boost setting for a lot of music, you may be better to set up an equivalent setting in the Equalization effect.
