Recording sounds like it was recorded underwater

Recording sounds like it was recorded underwater

I really don't know how to explain this.

I'm using Audacity 2.0.0 on Windows 7 64 bit. I'm trying to record some songs. My setup is that I have a Digitech RP 350 effects pedal that I plug into my computer with a 1/8th inch audio cable (male-male) that goes into the microphone jack on my laptop. I've used this setup in the past on a different computer with zero issues.

Essentially, when I record, it starts out completely fine, but about 2 seconds into the recording, it becomes warbly and distorted, almost like how the world sounds when you're underwater. I'm almost positive it's not hardware related. I've tested this by running the pedal into an amp, which sounds absolutely fine, and when I play it back, I get the messed up warbling anyway. I've also tested the output jack on the pedal with normal earbuds, and it sounds fine through there. I've swapped out my male-male cable a few times, to no effect. I don't really have anything to test the microphone jack, so I'll grant that it's possible that that's it, but it really shouldn't be a problem, considering the computer is about a week old.

Attached is a recording of what it sounds like. What could possibly be causing this issue? Thanks for any help.
