If you're not using Audacity 1.3.14 you should upgrade (See "Help menu > About Audacity" for the version number).
Audacity 1.3.14 is available here: http://audacityteam.org/download/

If Audacity 2.0 has been released when you read this, upgrade to that version.

Connect the microphone to the computer before you launch Audacity.
Look in the Device Toolbar and set the recording input to the USB option. The Playback device should be set to your normal computer sound card.

If there is no USB option in the Device Toolbar you will need to go into the Windows Sounds Control Panel, enable recording from the USB microphone, then restart Audacity. If you need help with this please ask.
