Red Light on USB Plugin -- Can't Get Sound

I'm trying to record my bass guitar via a direct USB plugin but the USB plugin light is red and I can't hear anything. When I fiddle with the volume controls and follow Audacity tutorial advice for getting sound, I'm only able to adjust my computer's microphone volume. It seems that nothing is registering from the USB at all.

What's weird is that my computer's microphone records the sound of me slapping my bass, but the program isn't picking anything up from the USB.

Help?

Two problems. The instant anybody has troubles with Audacity 1.2, we shuttle them off to Audacity 1.3.

patched, corrected, or updated. Audacity 1.2 can
be unstable on newer computers.

Download and install the latest Audacity 1.3 from here...

You can install both audacity 1.2 and Audacity 1.3 on
the same computer, but only use one at a time.

Audacity 1.2 will not open projects made on Audacity 1.3.

If you use MP3 or some of the more modern audio
compression formats, get Lame and FFMpeg software
from the same web site. Do not use older software
or software from other web sites, even though they
may have the same names.

That and you need to tell the computer to pay attention to the USB device in Windows Control Panels. The older Windows used to be able to bring up two or more sound services at once, but not the newer ones. For them you need to switch to the right one to the exclusion of the others.

Even though these instructions are for the wrong Audacity, they're really close. Scroll down to basic recording.
