SYNC DRIFT

I've read that a second recorded track may drift out of sync with the first one. Does this problem have anything at all to do with the Time Track? On the Time Track drop down menu > set range the first dialogue (Lower speed limit) states 90% and the second dialogue (Upper speed limit) states 110%. I've tried changing both these values to 100% but after changing them and re-opening the dialogues, they have both reverted to their original 90%/110%.
