Amplify - Why Are The Limits Sometimes Low?

Sometimes when I select a chunk of sound to amplify, I can amplify it to e.g. 12,15,19 times etc. With other selections, the most it will let me amplify is really low like 0.6, before the OK button is greyed out.

Why does this happen?
