I would have thought that by 'splitting', I could move or paste things earlier without pushing the later separate splits.
How do I edit the track without moving the later segments?

Edit > Preferences, Tracks panel, uncheck "Editing a clip can move other clips".

Add another track, and paste into that track. The first track won't be affected, and later you can "Mix and Render" the tracks back to a single track if you want.
You will find that if you are splitting and shuffling around segments of audio, it's WAY easier to work with several tracks open.
You can also easily drag segments around on the track and even from one track to another using the Time Shift Tool.
