I've followed all of those steps, and nothing! i recently had audacity and lame working in harmony but my computer was having problems so i had to factory reset it, now i can't get audacity to work. i have windows 7 and have the 1.3.13 version. i've tried the regular and zipped version of lame but they both wont show up.

NEVERMIND! it's working! i was just used to the old version and didn't know i had to do a few more steps! thank you so much for the help.

Thanks, Steve.
I finally got it to work and I've successfully Exported (saved) two MP3 files to My Documents / My Music.
I was able to "Extract" the contents of the zip file into the Audacity program folder as you suggested with no problem whatsoever. However, even after locating the "lame_enc.dll" file for the Audacity program, It still would not work. I continued to get the same message, namely "Could not open MP3 encoding library," for three trials! Finally, on the fourth trial, I did a stupid thing in desparation: with Audacity still running, I did a "Re-Start" on my computer! After the computer started up, I re-launched Audacity, and then I was able to "Export" an MP3 file. It may have been coincidental (i.e., with the re-start), but it worked.
