How Do I Install the Local Help File?

I click <Help><Manual> and the program opens up a Move window.
What's this? I just want the Manual local.

Audacity 1.2 does not ship with a help file.
I highly recommend that you upgrade to Audacity 1.3.13. http://audacityteam.org/download/
The recommended Windows installer for Audacity 1.3.13 includes the full manual.

I did install Audacity 1.3.13. I even downloaded the help files separate. But I still don't understand where to store them/it. The program just keeps opening the move dialog box.

How did you install Audacity?
What web browser do you use? Do you have more than one web browser installed?
What exactly do you mean by a "Move Window"? (perhaps you could post a screenshot?) It should open the manual in your default web browser.
