I have just installed audacity and I made sure that it was an en. version . I have to for all software i want to download.Since being in Belgium it automatically chooses dutch /Flanders .'It could be worse'..
During the install it asked me again & I said IN ENGLISH pls. and yet It still setup in dutch
WHY?

You probably shouldn't be using Audacity 1.2.x as it's very old and has been abandoned for several years.
You can get Audacity 1.3.13 from here: http://audacityteam.org/download/

I think that it will still probably default to Dutch /Flanders, assuming that is the "system language" for your computer, but you can easily change it by pressing Ctrl+P (brings up "Preferences") then select the 5th item in the Preference list ("Interface") and select "English" from the middle selection box. Close and restart Audacity to make the setting stick.
