How can I have it in record mode, but it doesn't record unless a certain amount of level is detected through the microphone? Sort of like a gate triggering it to record.

Audacity doesn't do live production well. Or at all. You're restricted to record, pause, and stop. After you get your track, then you can do silence-sense, auto silence deletion, and all sorts of tricks.
Several people have advanced the idea for dictation tools and I believe there is a New Feature thread for that. That sounds like it might include the tools you need.

IIRC from reading the Wiki - it may be that the developers are considering putting in a feature for signal activated recording.
