Apparently the puppylinux audacity package is built with the plugin support, but the plugin files are not included in the audacity package.
In other distributions, such as debian, these files are included in a separate packaged called audacity-data. I couldn't find such package in puppy official packages, but you can add ubuntu's repositories on the puppy package manager. Doing so will show an audacity-data-1.3.12 package available. Oddly there's not audacity package available... Nonetheless you can install that audacity-data package. Despite audacity and audacity-data being different versions (1.3.11 and 1.3.12 respectively) they seem to be able to work together (to some extent).
After installing audacity-data (1.3.12), from ubuntu, a few plugins now show up in the generate and effects menus, namely the clicktrack plugin.
