The released version. (who compiles it)

so my question is, the current http://audacity.googlecode.com/files/au ... 1.3.12.exe file - who compiled that build and uploaded it?

My question is based upon wanting to know whether they also compiled the LADSPA plugins it comes packaged with or whether they packaged some LADSPA plugins (specifically GVerb) that were already compiled from somewhere else.
