If I want Audacity to be used by all account holders on a machine, should I install it as administrator? Would each user then have his/her own workspace when working with Audacity?

Yes you do need to install it as an administrator.
Each user (with their own log-in) will see Audacity effectively independently as each will get their own set of Audacity Preferences in their user file-space.
