Balancing volume

Hello! I'm trying to take audio and balance out the volume on it. Make the loud sounds quieter while making the quieter sounds more louder. I don't see any tools that work based on volume, and Normalize makes *everything* quieter. That doesn't help, some sounds are too quiet while others, like when I mute my mic and it pops, are too loud. How can I fix this audio? Thank you!

What you're after is called Dynamic Compression or Dynamic Range Compression.

There is a tool for that in Audacity but most folk seem to favour an external too (which can be used as a plugin to Audacity IIRC) called Chris' Compressor (or Chris' Dynamic Compressor) - see http://pdf23ds.net/software/dynamic-compressor/

If you search the forum you should find pleny of posts on Chris' Compressor.
