I'm using a Mac OS X version 10.4 When I try to copy a track, and past it into a new empty mixer I only get a few seconds of sound and the rest of the track is silent. I also can't get two tracks side by side on the same project. Can anyone advise me?

Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.
Mac 0S X 10.3 and earlier are no longer supported but you can download legacy versions of Audacity for those systems HERE.

Can I guess that you're starting out life with an Audacity Project and you're trying to cut and paste with that? We know that Audacity doesn't much like having two of itself open at the same time, and that Audacity Projects are Production Management Environments, not sound files.
I would be exporting my desired work as a WAV [Export Selection As WAV] and then importing that into a fresh timeline instead of trying to cut and paste across Audacities.
Nobody is going to give me awards for editing, but the only way I was ever able to get two stereo tracks was to record something live, stop the process and then record something live again. Using those two as a base, you can cut and paste as you wish.
