Audacity 1.2.x is known to have problems on modern hardware and modern operating systems, but all development and bug fixing on the 1.2.x series ended several years ago. Audacity 1.2.x will become officially obsolete when Audacity 2.0 (the successor of 1.3.x) is released, which will hopefully not be too long now.

First set the "Project rate" to 8000 Hz (bottom left corner of the main Audacity window,
then select the format as "Other uncompressed files" in the Export dialogue (File menu > Export)
then click on the "Options" button and select "WAV" as the header and "U-Law" as the encoding.
