Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

Please, next time post your question in the forums, you'll probably get a much quicker reply to your question and all others can learn from it too.

You didn't specify which version of Audacity you're using. Assuming 1.3.x you can go to File Menu -> Import -> Audio and select the audio file you want to import, a new track will be created on your current project. Repeat the procedure for as many tracks as you want.
Include as much details as you can in your post (Audacity version, Operating System, Equipment used, etc).
Please post your question in the appropriate forum (regarding audacity version and operating system).

your question makes no sense as written
define what you mean with your words
as they seem different from my understanding
or else your workflow is different

i have no context or real info from you to answer the question with
be complete and specific
