How to pull only one person's voice from a bad recording

I have a bad recording with a lot of static and background noise, and can bearly hear the persons voice. Is there a way to identify only the person's voice so you can pull only the voice out and get rid of the static and background noise?

Probably not. But if you upload a short sample (just a couple of seconds) in either WAV or Flac format, you may get some volunteers to have a go and see what can be done.
