Stable BUILT version of the alpha line (Windows)?

Hi,

Can you tell me where I can get an entirely built version of 1.3.13a for Windows?

Also, any comments on its stability would be greatly appreciated. I'm trying to get a version of audacity where the labels move when audio is inserted above them. Thanks much,
