Hello,
I just used a program called Skype Recorder to record a conversation I had on Skype. But when I went to play the file, I just hear myself talking. I can hear a faint noise of the other person talking, but not enough to make out what they are saying. Is there any way to make these parts louder so I can hear them? I tried amplify several times, but I still can't hear the other person and I can hear my own breathing loudly.

I had a similar problem with a track where two people were singing in turn but at different volumes. In your case it would only work if the voices were also speaking in turn (not over each other), but it might work for you -
It was a mono track which I duplicated so I had identical copies side by side. On track A I silenced the sections where voice B was singing, on track B I silenced the sections where voice A was singing. I then increased the volume of track A to match the volume of track B. I kept the voices in individual tracks for arranging in a mix, but I could have added the step of recombining both in a new mono track, with both voices now at the same level.

Thanks for the suggestion! Did you just use the Amplify tool? I'm wondering if there's a way to get it to highly increase the volume without hitting Amplify 20 times in a row. And if there's a way to get rid of the background noise of me breathing from the mike.

You can set and drag the white points around to control the position of the blue line which controls the amplitude of the section.
