There are a few variations on this, but as a general guide these are the steps for cleaning vinyl recordings with the Audacity effects listed in brackets (it may not be necessary to apply all of these steps and tools other than those in Audacity may provide better results)

Physically clean record before playing.
Remove DC offset (Normalize effect)
Reduce sub-sonic rumble (high pass filter)
Reduce hum (notch filter - optional plug-in)
Reduce clicks and pops (Click Removal / Repair)
Reduce hiss (Noise Removal)
Other processing.
