That shouldn't have happened... lines 7 and 9 are tag names shouldn't be related to the file names...
Did you copy/move the project files? Did you delete/moved some of original files you imported into the project?
What OS and audacity versions are you using?

In other news... I tried to reproduce this problem on MacOS-X Snow Leopard and Audacity 1.3.12, but failed to do so...
I created a project where I used a lot of weird chars in filename, tags, labels, etc... It still opened fine... Then I edited the .aup file and changed a lot of things in it, I even changed the aup file name... but I couldn't make it break in any way...
Include as much details as you can in your post (Audacity version, Operating System, Equipment used, etc).
Please post your question in the appropriate forum (regarding audacity version and operating system).
